Weasel words from the BBC who can't quite bring themselves to criticise a Labour government

This BBC report http://www.bbc.co.uk/news/uk-england-london-39488291 on London's new ULEV includes this:

'Sir David King, the chief scientific adviser under both Tony Blair and Gordon Brown, said the government had been previously "wrong" to encourage people to buy diesel vehicles.'

This doesn't quite say that it was the last Labour government that made that 'wrong' decision. The BBC running interference for their Labour Party pals as usual.
